November 22, 2017 Cambridge, Massachusetts - Today marks the 54th Anniversary of the JFK assassination in Dallas, Texas. By now, a 1992 National Archives law had mandated that all of the thousands of documents and photos from the murder investigation would be released to the American public by October 26, 2017. But the CIA and FBI are still blocking the release of thousands of records — why?
The answer appears to be in the power struggles of President John F. Kennedy and his powerful CIA Director Allen Welsh Dulles, who had been a major player in the agency for ten years before Kennedy became President. In this and the following three reports, JFK's assassination, covert CIA operations and the UFO cover-up are tied together.

Allen Dulles and his CIA colleagues were concerned when Fidel Castro was sworn in as Prime Minister of Cuba on February 16, 1959, after leading a guerrilla campaign that forced right-wing dictator Fulgencio Batista into exile. Castro wanted communism and strong economic collaboration with the Soviet Union that was a Cold War enemy of the United States. That provoked the creation of American Anti-Castro forces backed by the CIA.

Allen Welsh Dulles was appointed by President Harry S. Truman
to be Deputy Director of Central Intelligence for Plans from
January 4, 1951 to August 23, 1951; then Deputy Director of Central
Intelligence from August 23, 1951 to February 26, 1953; and then Director
of Central Intelligence from February 26, 1953, until his firing by President
John F. Kennedy over the Bay of Pigs disaster on November 29, 1961.
Truman's TOP SECRET Majestic-12 Group organized in 1947 to investigate
the UFO phenomena and to try to back-engineer the advanced UFO
technology was set up to have the CIA Director be MJ-1.
Allen Dulles, as CIA Director, was also MJ-1 in the Majestic-12 Group originally created by President Harry Truman in 1947 to oversee the highly secret investigations and back-engineering of extraterrestrial technologies retrieved from crash sites such as Roswell, New Mexico, in 1947 — and beyond.

Allen Dulles was both MJ-1 and Director of the CIA in 1960, when he and Lt. General John A. Samford, Director of the NSA, both approved on September 4, 1960, to re-classify the Interplanetary Phenomenon Unit Summary Intelligence file TOP SECRET ULTRA with a large MAJIC stamp and the warning: “Only those persons with MAJIC access may have access.” Presumably, not even an elected official such as the President of the United States would automatically have MAJIC clearance.

But certainly Allen Dulles and President Dwight D. Eisenhower had full access to MAJIC-stamped documents about extraterrestrial craft and entities, both dead and alive, retrieved by special military teams from at least 1947 onward. But would John Fitzgerald Kennedy have been told everything about the UFO and E. T. secret upon his inauguration as the 35th President of the United States on January 20, 1961?
Only two and a half months later on April 4th, JFK approved a final Cuba invasion plan that Allen Dulles's CIA had developed over the preceding year for its CIA-sponsored paramilitary group Brigade 2506 that created the paramilitary Democratic Revolutionary Front known as the DRF. Its goal — and the CIA's goal — was to get rid of Castro and his Soviet allies in Cuba so close to the United States.

Bay of Pigs, or Bahia de Cochinos, is 120 miles southeast of Havana, Cuba.

But the April 1961 CIA paramilitary invasion was overwhelmed by Castro forces. As the U.S. involvement became apparent to the world when American B-26 bombers attacked Cuban airfields, President Kennedy decided to stop the U. S. air cover. That meant the Bay of Pigs CIA and military invasion had only half the forces that Dulles and his Counterintelligence Director James Jesus Angleton had counted on.

appeared on C-SPAN 3 news to announce that the U.S. CIA-backed invasion
of the Bay of Pigs in Cuba failed as 90 exiles of the Brigada
Asalto 2506 were killed and the rest were captured.
Ultimately Dulles was fired by Kennedy a few months later in November 1961, along with the Deputy CIA Director Charles Cabell, whose brother Earle Cabell was Mayor of Dallas, Texas, and confirmed in the recent National Archives release to have also been a CIA asset. President Kennedy appointed John McCone as more of a bureaucratic functionary to replace Dulles.
The failed Bay of Pigs invasion helped to strengthen Castro's leadership, made him a national hero, and gave Cuba a communist government allied with the Soviet Union. This eventually led to the Cuban missile crisis of 1962 and the assassination of President Kennedy on November 22, 1963, allegedly by CIA powerbrokers, including Allen Welsh Dulles.

When Dulles was fired, the speculation is that he secretly remained MJ-1 in the Majestic 12 Group to oversee the highly secret investigations and back-engineering of extraterrestrial technologies retrieved from crash sites such as Roswell, New Mexico, in 1947 — and beyond. Speculation is that Allen Dulles was angry and continued in that even more powerful role behind the scenes to counter Kennedy's increasing efforts to collaborate with the Soviet Union on space and going to the moon.

But it's been more than half a century since then, so why would the modern CIA and FBI still want to cover-up documents from the JFK assassination? In this 4-part Earthfiles series, I have insights from two people. One is attorney Douglas Caddy, who was a close friend of CIA agent E. Howard Hunt, who had worked for the Central Intelligence Agency since its creation on September 18, 1947, and was a mastermind of the 1972 Watergate DNC Headquarters break-in, along with G. Gordon Liddy.

Why, After 54 Years, Are FBI and CIA Still Fighting
to Keep So Many JFK Assassination Records Secret?
By November 17, 2017, the National Archive had released a few thousand more, but why — after half a century — would the FBI and the CIA still want to cover-up documents from the JFK assassination? This 4-part Earthfiles report adds insights from two people about that question. One is attorney Douglas Caddy, who was a friend of CIA agent E. Meaning JFK fired Allen Welsh Dulles, who was CIA Director from February 26, 1953, to November 29, 1961. That firing was tied to the Bay of Pigs failure. And then came the new CIA Director, John McCone, who seemed to be only a functionary appointment by JFK?
No question. And there are quotes on record from Bobby Kennedy suggesting the same thing, that somehow McCone was more of an outsider even though he assumed the responsibility of leadership at the CIA because he was appointed. But something that came out of the records that we can tie in here that I think is significant is that the mayor of Dallas, Earle Cabell, was a CIA asset. Now, we knew he was the brother of Deputy CIA Director, Charles Cabell. And Kennedy had fired Cabell along with Dulles. So his brother now, Earle Cabell, is the mayor of Dallas during the assassination. So when the cover-up hits, it's certainly helpful that the mayor is a CIA asset, and that his brother is the former Deputy CIA Director.

That's a very powerful piece that came out of the records that they're holding up from the JFK Records Act in 2017 that are the Jim Garrison files. They're included in the batch that they're not releasing. The file, in fact, is called, simply, “CIA Secret Files on Jim Garrison,” and contains many pages that would tell us what they were so worried about with Garrison's investigation. What I think is interesting is his emphasis on aerospace and those connections around the CIA military industrial complex of the assassination. They don't want those files released.
[ Editor's Note: James Carothers Garrison (November 20, 1921 – October 21, 1992) was the District Attorney of Orleans Parish, Louisiana, from 1962 to 1973. Garrison began an investigation into the assassination of President John F. Kennedy in late 1966, after receiving several tips from Jack Martin that a man named David Ferrie may have been involved in the assassination. The end result of Garrison's investigation was the arrest and trial of New Orleans businessman Clay Shaw in 1969, with Shaw being unanimously acquitted less than one hour after the case went to the jury.
Garrison was able to subpoena the Zapruder film from Life magazine. Thus, members of the American public - i.e. the jurors of the case - were shown the movie for the first time. Until the trial, the film had rarely been seen, and bootleg copies were made by assassination investigators working with Garrison, which led to the film's wider distribution.]
And as an aside on this, Victor Marchetti, who was the Special Assistant to the Deputy CIA Director during the Garrison trial, said that Richard Helms himself had called the deputy and said, “Make sure that we're giving as much help to the defendant, Clay Shaw,” that Garrison was trying to prosecute for conspiracy in the assassination of President Kennedy.

Why Did CIA Protect Allen Dulles
from Subpoena in JFK Investigation?
One of the most important moments in Dulles's career is when Garrison had attempted to subpoena him for information regarding the CIA's role in the JFK assassination. And the government refused to give Garrison the ability under national security to subpoena Allen Dulles. So he was completely above the law at that point.
1968. When we look at Garrison's point of view and what he was trying to figure out when he was charging people with conspiracy in the JFK assassination, he basically felt that individuals who were in the CIA had created the conspiracy to kill Kennedy and carried it out. He thought it was a group inside the CIA. He didn't think it was the whole structure, and that goes back to what you said about McCone because McCone, of course, being a functionary at the top wouldn't have the knowledge of what these other aspects were doing. Now, one of the interesting things that JFK said about the CIA was that he was going to smash it into a thousand pieces. Why would he have said that? What were they doing that was completely against the democratic republic principles of America that offended him to such a point that he wanted to smash the CIA into a thousand pieces and give their role back to the military?
What do you personally think is the answer to that question?
I think that Garrison was seeing them as a government within the government. That they were determining policy, and that they were responding to a deep state that was giving them instructions about how to help support their bottom line instead of the interests of the country. Going back to the fact that Dulles was a Wall Street lawyer, and of course, his brother, John Foster Dulles, Secretary of State. These people are in incredible positions of power, and they felt they had won World War II and they really could split up the world and do favors for their interests and really shape the globe. This was their thinking on it. They didn't need the Congress. They didn't need the president. These people were functionaries. And the CIA's role grew like this.
There's an incident that happened where there were these Italian elections that were taking place, and they needed a group to go in there and influence things, so they created something called the OPC, which was the Office of Policy Coordination. And this OPC group started to do all these covert activities to sabotage elections in other countries after their mandate had expired, so they were still active.
And so Truman said, “Well, let's get OPC back under the wing of the CIA. They're out of control.”
It's been theorized by people looking at this that the OPC, that wing that was doing these things to rig elections and overthrow governments and things like that, that they got control of the CIA that Truman had set up. This idea of the outsized power of the CIA was something that grabbed Garrison a lot in his investigation. And I think it's important to say that Garrison found that there were aerospace connections involved in the JFK assassination. And Garrison attributed that link, the aerospace companies and the CIA, back to the original assassination.
One of the things that had shocked him when he was looking in New Orleans into Oswald's past was that Oswald had worked at the Reily Coffee Company, and a number of the friends and coworkers that he went to question at Reily had all gotten jobs at NASA or different aerospace companies. And in fact, Oswald was saying just before he left when he was talking to friends that he was going to work at NASA.
How far back can we get Oswald as an employee of the Central Intelligence Agency throughout all of this?
Yes. I've got one piece that might help. The person who owned the Texas Schoolbook Depository where Oswald started work six weeks before the assassination, was Dry Hole Byrd — D.H. Byrd. D.H.

At Age 15, Lee Harvey Oswald Joined
Civil Air Patrol in New Orleans
Byrd started the Civil Air Patrol. Oswald joined the Civil Air Patrol at 15 in New Orleans. His unit commander was David Ferrie. David Ferrie was a CIA pilot and a Mafia pilot for Carlos Marcello. David Ferrie worked and did jobs for Guy Bannister. One thing I found out about Bannister, which is very strange, is that when he was in the FBI in the early 50s, he was a UFO investigator for the FBI.
And there's a picture of Guy Bannister. They sent him to the Northwest, and there he is in this picture, and he's holding like a mini-flying saucer, and it says, “FBI Man Solves Local Saucer Mystery.”

So you know how whenever we get around Oswald, or we get around Kennedy, there's always this UFO thing. Now, what's weird is Guy Bannister knew Garrison. They were both in the FBI. And when Guy Bannister came to New Orleans and opened up a private investigator office, which was a cover for what he was doing, Garrison would meet with him for lunch. They'd discuss stuff.
Now, the summer of 1963 is a very interesting period because Oswald has come back from the Soviet Union, and he's living in New Orleans, but he is working for Guy Bannister, who is doing this kind of heavy-duty right-wing anti-Castro activity. But at the same time, Oswald's role apparently is to portray himself as a Marxist and a left-winger. This looks very much like a CIA operation from start to finish.
And Jim Garrison's work, the DA from New Orleans, really figured out the Bannister angle. His determination was that on one of these pamphlets that Oswald was handing out was an address, and only one. The rest of them didn't have an address, but this one did, and it was 544 Camp Street. He figured out, because he knew Bannister—because remember, Garrison had been in the FBI also.
He figured out, "Well, wait a minute! That's the address, the same building. There's two different doors. One side is one street, one side is the other, but they both go to the same office. And that's Guy Bannister's office. So he found this very unusual. Interestingly enough, Bannister died in 1964 shortly before the Warren Commission came out with their report. You know, a lot of people have said that was very suspicious timing because Bannister was so deeply involved with characters around the JFK assassination like David Ferrie and like Oswald that he would have been just too hot to handle once the assassination had been accomplished by this covert group.
The implication is that he was murdered by the CIA so that his mouth would not open.
Yes. Interestingly enough, Delphine Roberts, who was his secretary, was the one who identified Oswald and said, "Oh, yes. He was here in the office all the time." So Oswald was working with a right-wing anti-Castro operator, Guy Bannister, but Oswald was portraying himself as a leftist putting out these Free Castro and Free Cuba pamphlets.”

of the two doors to Guy Bannister's investigation office in New Orleans, Louisiana.

JFK Assassination: “Limit CIA Role”
INDEPENDENCE, MO., Dec. 21 — I think it has become necessary to take another look at the purpose and operations of our Central Intelligence Agency—CIA. At least, I would like to submit here the original reason why I thought it necessary to organize this Agency during my Administration, what I expected it to do and how it was to operate as an arm of the President.
I think it is fairly obvious that by and large a President's performance in office is as effective as the information he has and the information he gets. That is to say, that assuming the President himself possesses a knowledge of our history, a sensitive understanding of our institutions, and an insight into the needs and aspirations of the people, he needs to have available to him the most accurate and up-to-the-minute information on what is going on everywhere in the world, and particularly of the trends and developments in all the danger spots in the contest between East and West. This is an immense task and requires a special kind of an intelligence facility.
Of course, every President has available to him all the information gathered by the many intelligence agencies already in existence. The Departments of State, Defense, Commerce, Interior and others are constantly engaged in extensive information gathering and have done excellent work.
But their collective information reached the President all too frequently in conflicting conclusions. At times, the intelligence reports tended to be slanted to conform to established positions of a given department. This becomes confusing and what's worse, such intelligence is of little use to a President in reaching the right decisions.
Therefore, I decided to set up a special organization charged with the collection of all intelligence reports from every available source, and to have those reports reach me as President without department "treatment" or interpretations.
I wanted and needed the information in its "natural raw" state and in as comprehensive a volume as it was practical for me to make full use of it. But the most important thing about this move was to guard against the chance of intelligence being used to influence or to lead the President into unwise decisions—and I thought it was necessary that the President do his own thinking and evaluating.
Since the responsibility for decision making was his—then he had to be sure that no information is kept from him for whatever reason at the discretion of any one department or agency, or that unpleasant facts be kept from him. There are always those who would want to shield a President from bad news or misjudgments to spare him from being "upset."
For some time I have been disturbed by the way CIA has been diverted from its original assignment. It has become an operational and at times a policy-making arm of the Government. This has led to trouble and may have compounded our difficulties in several explosive areas.
I never had any thought that when I set up the CIA that it would be injected into peacetime cloak and dagger operations. Some of the complications and embarrassment I think we have experienced are in part attributable to the fact that this quiet intelligence arm of the President has been so removed from its intended role that it is being interpreted as a symbol of sinister and mysterious foreign intrigue—and a subject for cold war enemy propaganda.
With all the nonsense put out by Communist propaganda about "Yankee imperialism," "exploitive capitalism," "war-mongering," "monopolists," in their name-calling assault on the West, the last thing we needed was for the CIA to be seized upon as something akin to a subverting influence in the affairs of other people.
I well knew the first temporary director of the CIA, Adm. Souers, and the later permanent directors of the CIA, Gen. Hoyt Vandenberg and Allen Dulles. These were men of the highest character, patriotism and integrity—and I assume this is true of all those who continue in charge.
But there are now some searching questions that need to be answered. I, therefore, would like to see the CIA be restored to its original assignment as the intelligence arm of the President, and that whatever else it can properly perform in that special field—and that its operational duties be terminated or properly used elsewhere.
We have grown up as a nation, respected for our free institutions and for our ability to maintain a free and open society. There is something about the way the CIA has been functioning that is casting a shadow over our historic position and I feel that we need to correct it."
Underneath the horror of it all were the real power players during the John F. Kennedy Administration: CIA's head of counterintelligence James Jesus Angleton and Allen Welsh Dulles, who had been CIA Director and still was MJ-1 in the Majestic-12 UFO and E.T. overseeing group originally appointed by President Harry S. Truman in 1947 after the UFO crashes and E. T. retrievals in New Mexico.
Well, Harry Truman would have agreed with you! When you talk about MJ-12 and MJ-1 and Dulles's role in controlling the UFO file and all the technology that flowed from it, you're seeing a much wider role than just the kind of operations and interfering with elections and the things the CIA was known for at the time. Dulles, the CIA, were protecting a much bigger secret.
In fact, a month to the day after the JFK assassination, Harry Truman came out with an article, which said: "It's time to reign in the CIA." And he wrote, "Put them back in their original role." And it was an absolute blockbuster at the time and people wondered about the timing so fast after the JFK assassination. Why would Truman be calling for basically the reduction of the CIA back to a much smaller role? And that was the role that he, Truman, had originally created them for, which was to gather intelligence and give it to the president — not to overthrow different countries and create the Bay of Pigs debacle and then assassinate the president in an argument over it!
The very night that Truman put the article out, he got a visit from Allen Dulles. And Dulles said to Truman, “You're going to have to remove that (article). You're going to have to print a retraction because of the important work that we're (MJ-12 and CIA) doing.”
And according to those who witnessed the meeting and what Truman said afterwards, Truman said to Allen Dulles: “Absolutely not! Not one word.” And the implication was for Truman: “I created you. I know what your role was for. And it's become tremendously outsized.” And even more so, Truman was saying, “Whatever happened with the JFK assassination, you guys were involved. And this is my response. And I'm not taking it back.”
